GOVERNMENT OF KERALA CIRCULAR No.21672/Hl/04/Law. Dated,Thiruvananthapuram, 8th December, 2004. Sub: Affixing the Kerala Advocates' Clerks Welfare Fund Stamp Ref: Lr.No.7/KACWFC/04 dt.2.12.04. As per S.14(2) of the Kerala Advocates' Clerks Welfare Fund Act, 2003 (Act 27 of 2003), every Vakalath filed before any Court, .authority or tribunal shall be affixed with the Kerala Advocates' Clerks Welfare Fund stamp, in addition to the Court fee stamps, if any, and the stamps to be affixed under any other Act and no vakalath shall be valid unless it is so stamped. The Act came into force on the 1st April, 2004. The Secretary, Kerala Advocates' Clerks Welfare Fund Committee has informed that the Kerala Advocates' Clerks Welfare Fund stamps worth Rs.2/- each has been released recently in compliance with the above, provisions. In the above circumstances, it is instructed that every vakalathnama filed before any Court, including High Court Tribunals, Authorities, Commissions, Forums etc. in the state shall be affixed with the Kerala Advocates' Clerks Welfare Fund Stamp worth Rs.2/- in addition to any other stamp specified by any other law, as envisaged under Section 14 (2) of the Kerala Advocates' Clerks Welfare Fund Act, 2003, failing which the Vakalath shall be rejected as invalid.
