| The function of the Law Department with regard to the preparation
of main legislation is to put into technical shape, the projects
of legislation of which the policy has been approved by the
Government. The drafting of official Bills and Ordinances is
undertaken by the Department in accordance with the instructions
of the Department to which the subject matter of the legislation
relates. The legislative Procedure is regulated by relevant
provisions of the Constitution of India, the Rules of Business
of the Government of Kerala, the Kerala Government Secretariat
Instructions, the Kerala Secretariat Office Manual and the Kerala
Law Department Manual. The relations with the Legislature
are also regulated by the Rules of Procedure and Conduct of
Business in the Kerala Legislative Assembly.
In addition to routine legislative work; legislative measures
to codify and consolidate existing enactments and legislation
of a formal character such as repealing and amending Bills
etc. are also initiated in this Department. Private Member
Bills to be introduced in the Legislative Assembly are also
dealt with by the Department as part of its legislative business.
The Department is also concerned with papers relating to preparation
of reports of Select Committees and Subject Committees and
Subject Committees on Bills. Apart from the above, the legislation
wing is also entrusted with initiation of proposals for legislation
in regard to personal laws or any other matter of a general
nature not pertaining to any other departments.
