ORDER

                                       The State Government is pursuing several innovative I.T. Projects associating with external I.T. agencies. It has become necessary to ensure that the intellectual property rights in repect of software applications,utilities,operational systems,fonts etc. developed for Government Projects by such external agencies and all the learning,algorithms,spin off products delivered by the developer shall rest with the Government. Hence the formulation of a comprehensive I.P.R. policy for the State Government is found utmost necessary. The I.T. Department has also informed the urgency of formulating an IPR Policy/guidelines for the State of Kerala

                                       2. In the circumstances, Government are pleased to order the constitution of the Core Committee for I.P.R. Policy formulation with the following structure:

        Law Secretary                                     -      Chairman
        Secretary, I.T. Department                   -      Member
        Director, I.T. Mission                           -      Member     

                                   3. The Core Committee is empowered with the task of drafting the State I.P.R Policy, establishing an I.P.R. Management Committee with structured and focused executive roles, signing authorities for agreements, M.O.Us, channel of reporting/communication together with templates and giudlines followed.
