The Government of Kerala approved the Intellectual Property Rights Policy for Kerala, 2008 vide G.O read as 1st paper above. The policy envisages the setting up of a specialized governmental body called the Supervisory Council on Intellectual Property (SCIP) to oversee the activities of the proposed Kerala Traditional Knowledge Authority (KTKA) and State Bio-diversity Board (SBB)with regard to the protection of traditional knowledge, to provide overall supervision in matters relating to Intellectual Property Rights, and to follow up the recommendations of the KTKA withregard to prosecutions for the violation of knowledge-users' rights. As per the Policy, the SCIP will have appropriate technical staff and a wide range of functions. This Supervisory Council willoperate through a number of sub-committees and specialized groups, which will meet frequently and deal with specific issues. Taking into account of the relevant circumstances connected with IPR administration, the Government are pleased to constitute the SCIP with the following members:-
Members: - 1.Minister for Education 2.Minister for Industries 3.Minister for Health 4.Minister for Agriculture 5.Minister for Finance. 6.Minister for Forest 7.Minister for Water resources 8.Law Secretary (Ex officio) 9.Secretary, Science and Technology (Ex officio) 10.Chairperson of the State Bio-diversity Board (Ex officio) 11.Chairman of Kerala Traditional Knowledge Authority (Ex officio) 12.One member from National Bio-diversity Authority 13.Planning Board Vice-Chairman (Ex officio) 14.Executive Vice-President, Kerala State Council for Science, Technology and Environment (Ex officio) 15.Managing Director, Kerala State Industrial Development Corporation (Ex officio) 16.Additional Secretary, Law (Nodal) Dept (Convener). 2.The technical staff, sub-committees and specialized groups for the SCIP will be created in due course. 3. Law (Nodal) Department shall attend the work relating to SCIP on additional duty as a temporary arrangement, till alternate arrangements are made.
